The current article reflects the indissoluble links established between social development and the new public management operating system that has been working at the transnational level compared to the development of national public administrations, leading to the globalizing administrative system. It is built by leaps and bounds and, from this perspective, it is analyzed how the administrative legal regulations, in wide mobilization, try to qualify the new reality and control it from global administrative centers.
