The article offers a critical look at the relations between government and public policies, its problems and current challenges in Cuba. It emphasizes the need for an integral and transdisciplinary epistemological approach in its study and governmental management, offers its own definition of this central category and systematizes the essence of the public policy cycle, with contributions to the debate. Several fundamental problems -theoretical and empirical- are identified in the face of the challenge of governing in Cuba through public policies. Aspects of the fight against COVID-19, the lessons of this experience and conceptual and practical recommendations for a post-pandemic Cuba are also addressed. A novel proposal refers to the creation of agencies for the design, consultancy and evaluation of public policies. It concludes with the need to strengthen popular control and endorse the commitment of these policies to prosperous, sustainable, humane and democratic socialism, with equality and social justice.
