In order to analyze the process of business incubation to strengthen the initiative of the non-state sector in Cuba, a two-phase study was carried out. First, the state of the art of incubators was studied through bibliometric analysis. Secondly, an examination of these dimensions and variables in the national context was carried out. Statistical parameters are used to determine the relationship between business incubators and entrepreneurship development. As main results, three dimensions were obtained, which were denominated strategic coverage, management of development oriented to entrepreneurship and management of educational ecosystems with an entrepreneurial approach. It was shown that in Cuba the process of incubation of entrepreneurship has not had an adequate dynamic for the support of the non-state sector. There is still much work to be done to develop and articulate among the actors of the entrepreneurial ecosystem in Cuba.
