A model is developed based on the process approach and accreditation criteria for study programs; standard 1 refers to the articulated purposes of the strategic management dimension. It is based on the importance between society and the university as a policy of quality assurance in higher education. The acceptance of the articulated purposes by society is shown through a cause-effect analysis, detailed in the Ishikawa and Pareto diagram to identify the factors based on the few and many trivial ones; studied in the control diagrams and interpreted for the 7 provinces of the department of Huancavelica. The diagram for attributes and that of variables identified the factors: public image, philosophy, service and technology as the ones that cause dissatisfaction on the articulated purposes.
