The current Cuban context is marked by diverse socio-economic changes and transformations that point to the strengthening of the local space as the closest way of solution to popular demands. The work of public servants must be aimed at satisfying society's needs, so that the provision of services turns the ruler into a public servant. This condition has been seen from a wide approach based on their dissimilar functions. However, within the framework of the project “Contribution to efficient and sustainable municipal management in Cuba”, this definition recognizes governmental and administrative actors for their role in the management of local development, their closeness to the people and their interests. This research starts from this project and applies the methodology of participatory action research. It is presented a FODA matrix that allows identifying different alternatives that direct the work towards the management of local development from the formation of capacities in public servants. The role of the universities of Artemisa and Mayabeque in training in public administration (PA) and the management of local development is analyzed. Based on the instruments applied, municipal capacities are evaluated and suggestions are made for the training of public servants in terms of development management.
