The inclusion of local initiative and development national strategy as the former's complement is a task identified by the country in the Economic Resolution passed during the 5th Congress of the Communist Party. The Economic and Social Policy Guidelines of the Party and the Revolution endorsed during the 6th Communist Party Congress celebrated in April, 2011, were elaborated based on awarding an important role to territorial economy, and territory as such, in the enforcement of the economic and social policy. Nevertheless, there are obstacles prevailing that a municipality has to overcome in order to be able to design and carry out its local development strategy. Such is the content of the present paper, which was elaborated based on an experience in Guanabacoa municipality.
