In order to advance in a possible development process, Cuba needs to elaborate a growth strategy based on the commitment to strategic sectors. Although this seems to be the intention expressed in the first document published on the National Development Plan until 2030, a considerable number of unknowns associated with such a proposal arise. On the one hand, it remains to be defined what institutional changes will be introduced in the economic model to implement the strategy, what role (if any) the industrial sector will play, how -and under what precepts- the sequence of necessary transformations will be programmed, among others. Likewise, it is not known what criteria were used for the selection of the sectors presented and under what priority they were established. Based on the analysis of indicators, this paper bases the bet on a set of manufacturing activities that should represent the basis of the strategy and reflects on some accompanying measures.
