Despite some quantitative progress and more realistic international approaches to the role of international capital flows in the domestic performance of developing economies, this remains a controversial issue, especially in terms of consequences. Resources are insufficient, international commitments are unfulfilled, and the mechanisms for monitoring and enforcing the agreements and strategies that are designed, both within economies and globally, do not meet real needs. A large number of distortions and high costs prevail. This article describes the evolution and main characteristics of capital flows to developing economies since the 1970s. The more than fifty years that have elapsed are sufficient time to evaluate the lessons and take the necessary measures.
