This article studies the shaping of the policy towards Cuba in the U.S. Federal Congress. We propose its study from a cyclical model of policy shaping, enriched with the consideration of the interaction of interests of diverse political actors, state policy and changing circumstances, both internal and external, in a complex, open and dynamic system, with special influence of the competition among power elites. We found evidence pointing to the interests of defined power groups of different types, which are in relative equilibrium. Developments are related to the general circumstances of each stage. We identify fluctuations in the evolution of the issue in the period 2013-2018, which should be studied to determine its scope and future states.
