Cuba meets the objectives of the 2030 Agenda for Sustainable Development and develops actions in compliance with the axes of the Regional Conference on Higher Education, 2018. The state, its government and universities have guaranteed that Cuban higher education remains a good public, free, undergraduate and postgraduate, with access and continuity of studies for all to a quality education. In addition, new actions exist and are designed, prioritizing those who "still remain behind". In the last five years, the leading, direct, immediate role of higher education institutions in society has been enhanced, highlighting in the report what is being done together with other social actors in overcoming the pandemic, in social management and government of science, technology and innovation, local development as part of the strategy of the country and of the universities, the link of the universities with the productive and service sectors, attention to the strategic sectors of the economy and, in particular, what is related to the need to strengthen the virtualization of higher education as an essential factor to achieve a society based on knowledge. The sustained internationalization of Cuban higher education in recent decades has been decisive in raising the quality of university training, research and innovation. At the same time, it is essential to consolidate the computerization of processes, promoting access to resources, services and content, the introduction of new and innovative pedagogical models, improvements in didactics, the creative assimilation of new technologies and the incentive to talent and science, together with the introduction of disruptive technologies as a guarantee of a promising future.
