The training of professionals specialized in archival or document management in Cuba has been a constant need. There is no national training program that allows to establish a benchmark to carry out improvement actions for professionals who work in the institutional file system. Based on the above, the objective was to design a reference program for the continuous training of specialists in the archival field. The study classified as descriptive. A training plan was designed for the specialization of professionals who work within the institutional file system in Cuba. It is concluded that user training constitutes a mandatory operational tool to promote continuous improvement of organizations based on document management. A user training program was designed as a reference framework to adapt to the needs of stakeholders and organizations.
