The present work approaches the results of a study directed to the systematization of the theoretical foundations that sustain the permanent formation of the teachers of the Basic Primary Education, in the Colombian context, for the educational attention to students with special educational needs, having as objective the identification of professional knowledge, professional skills and qualities of personality for the improvement of teachers of Primary Education. They contributed with essential elements that support how the permanent training of these professionals should be structuring in order to develop pedagogical skills; those that were obtained from the use of a methodology, mainly qualitative.
