This article deals with the theoretical-methodological underpinnings of the educational care of deaf people, from a historical perspective that reveals the evolution of pedagogical ideas, due to the role of communication in the formation of the personality. It delves into the educational trends and their scope. It goes through oralism, the introduction of dactylology for the use of the combined method (oral-dactyl), sign language, total communication, bimodalism and bilingualism. It critically evaluates its impact on communication and learning according to the historical-cultural approach of Vigotsky and his followers and points out the challenges in favor of the development of these people in the transformations of the contexts, by the educational actions carried out from the theoretical systematization and the use of the experiential method of seasoned authors in the subject in Panama and Cuba. It recognizes the benefits of bilingual education as an educational policy for the development of deaf people as citizens with rights and the results of the inclusive pedagogical practice by raising awareness of the importance of a bilingual communicative competence to interact with the deaf and hearing community, as an expression of a culture of diversity characterized by linguistic and intercultural contacts.
