In this article we preliminary analyze a new reticular Society, where a different paradigm stands out wherein an alliance between knowledge and information takes a very important place in production and communication systems. It is due to the fact that this association is driven by a prevailing component known as digital networks, which allows increasing information movement. In addition, the main effects of these Infocenters in public services in Ecuador are studied from Arnold Pacey?s perspective (1990) about technological practice.
