The implementation of public policies is a subject little explored because it is considered a stage within the policy process that is carried out automatically. The "making" of policies is so important that sometimes the success or failure of public programs is configured at the center of this stage. This document carries out an analytical review of the teacher training policies of the last two decades in Mexico, starting from the proposal of Vicente Fox and concluding with the current policy of Andrés Manuel López Obrador, allowing a review of the main strategies, actions and limitations for its implementation within the different educational settings. Finally, to address the different tensions that occur during the policy implementation process in order to explain, as far as possible, the models that are identified in each teacher training policy, its effects, challenges and successes. It starts from the conception of public policy analysis, delving into the theory of decision-making models and theoretical structures on implementation.
