The construction of socialism constitutes a qualitatively superior stage of social development, inasmuch as the control of the working masses over the fundamental aspects of the economy gives rise to a considerable elevation of the role of the subjective factor, and creates the possibility of the conscious regulation of its functioning, with the limitations imposed by the transitional nature of the stage. This confers a decisive significance to the economic policy of the socialist state, which does not represent the rule of free will. This economic policy can only be effective if it is capable of expressing the genuine interests of the working masses. The unequal development of capitalism has conditioned the need for the existence of different models of socialist construction, depending on the historical-concrete particularities of each country. Economic policy must frequently face situations, both internal and external, that require specific decisions that may imply important modifications in the selected model.
