Science and innovation play a notorious role in the development of Cuban society. There are advances, but also challenges that highlight the need to improve this process. Among the challenges, the search for new management approaches that contributes to achieving the expected impacts stands out. The aforementioned constitutes the basis for this research, the result of which is the proposal of a methodological tool to promote the transition to impact management as an institutional process aimed at achieving the desired transformations. To obtain the results, theoretical methods such as analysis - synthesis, hypothetical-deductive and systemic-structural were used. In the empirical analysis, methods were applied that allowed to collect and interpret data and have a direct perception of the research object. The application of the proposal in the National Center for Applied Electromagnetism, proved its validity
