Public policy in Cuba accompanies man, as the object and subject of transformation, in the process of creating a new socialist, democratic, prosperous and sustainable society. In this direction, the evaluation of public policies becomes a tool that, based on science, allows to rigorously visualize the success or failure of the formulation and implementation of the guidelines outlined in the congresses of the Communist Party of Cuba. These constitute the foundations of policies whose fundamental goal is the solution and resolution of the main problems facing the economy, society and the process of socialist development. In this context, evaluation as a dynamic and systemic process presupposes a series of dimensions that give it a deeper content, among them equity and territoriality, without leaving aside the role of property relations and others of socioeconomic content.
