The purpose of the work was to establish an approach to the characteristics of the outbound tourism market from Mexico to Cuba in the context of COVID-19; for which a market investigation was developed, using secondary sources of information and the analysis of behavioral data. From the study it turned out that market research as a scientific marketing method is useful in the study of tourism markets. On the other hand, the predominant Mexican tourist who has visited Cuba is usually flexible, characterized by preferring the individual organization of their trip using the services of an agency and relying on previous searches on the Internet. In the future, the Mexican issuing market with respect to Cuba, is available as a promising option based on at least eight essential events, five of them positive, which will influence Cuba's management towards its issuing country, Mexico, in the context of COVID-19.
