The demand for healthcare services are increasingly growing and the available resources are dwindled. The need for the government to restrict health service cost led to, among other things, the strengthening of primary care services together with the optimal use of resources. The present paper was aimed at updating the main theoretical elements that support the importance and usefulness of efficiency as a required attribute of modern healthcare systems, particularly at the primary level of care. There is a consensus that efficiency of this level of care is based on longitudinality, continuity, the filtering role of these services and their global vision of the patient. On the other hand, this category holds the double condition of end and means at the same time in order to improve healthcare services. However, with a view to systematizing the assessment of this category and using it as a tool in the management of health care units, it is necessary to avail of a tool that comprises the best pieces of experience gained in this field and can be applicable to the Cuban healthcare system
