The investment process is crucial in the economic and social development of a country because of its impact on the expansion and modernization of productive capacities to achieve higher levels and identify opportunities for progress. However, in order to achieve this, it is essential to conduct it with quality, mainly from the pre-investment phase, an aspect that is generally not considered with all the necessary rigor. The objective of this article is to design indicators for the evaluation of pre-investment effectiveness as a basic element for the control and monitoring of quality in this phase.
