In a stage signed by the high conflictive situation that intensified the pandemic, the use of the mediation for the local governments enables the constructive management of the social unrest to take care of requests and problems of the population. The objective of the present investigation is basing the importance of a model of mediation that favors the municipal management that should lean on the demographic investigations for to develop public policies. The methods of investigation used were analysis and criticism of sources, revision of documents and hermeneutical and exegetic juridical. The main obtained results were the determination of the juridical and politic budgets that enable the conception of a model of mediation for the step of the local conflicts in Cuba. In the same order, the importance of the demographic investigations to strive population conflicts allow to identify structural conflicts and drawing public policies.
