The application of territorial dimension in development policies is not a novelty for Cuba, but it has become more relevant in the Updated Economic and Social Model, where territorial development acquires a relevant function and is considered one of its pillars. The objective of this article is to analyze the effect of heritage territorial management in the development strategies of the province of Mayabeque, a process that demands paradigmatic changes in the territorial development, at its different levels and spatial scales. International and national perspectives that have facilitated investigations in this topic are analyzed. Documentary and content analysis are used as analysis methods, applied to the eleven municipal development strategies of the Mayabeque province. As a result, dilemmas, lessons learned, challenges and regularities are identified, revealed in municipal development strategies and the heritage territorial management of Mayabeque municipalities. Its contribution lies in highlighting the importance of the territory and its patrimonial resources to stimulate development from a multidimensional perspective, where the multi-scalar, level, sectoral and performative-promotes decentralization and participation. In this sense the municipal development strategy, a programmatic document where diagnosis, planning and management are intertwined in its elaboration, constitutes a fundamental work tool for the territory.
