Over the last few years, deep-seated social inequalities have caused the neoliberal paradigm of education policy to cease to be used, have questioned democratic forms of government, and occasioned a breaking away from a long-established legal, economic, cultural, and political system on which state had been based. Interestingly enough, such terms were introduced into education as modernization of education referring to the most recent paradigms of sciences, without taking into account whether a particular society requires these models or not, and that social needs of every people are different, and education budgets change from country to country. Combining this term with quality, it is assumed that all students are living in the same social, psychological, and cultural conditions, and eat properly, so they are supposed to compete on an equal footing, which is not true. In some countries, such as the State of Oaxaca in Mexico, modernization of education has found a breeding ground for development.
