The article intends to socialize the results of the research on the work of the port syndicalist leader Santiago Pastor Pelayo Díaz, from the sociocultural perspective, the contributions of this figure to the development of the city of Cienfuegos and its contribution to the Central de Trabajadores de Cuba (CTC) organization, as a prominent personality in the locality. The realization of this work is marked in the period from 1950 to2009, where it had its maximum concreteness as a syndicalist leader from his position as a port stevedore and in other institutions. With the use of a sociocultural vision to deal with local historical figures and processes, it is intended to contribute to the socialization and knowledge of a topic that is current: the biography of a man of the people and his presence in the political and social life of Cienfuegos. Analytical-Synthetic, Historical-Logical, Induction Deduction, Document Analysis and In-Depth Interview methods were used. The qualitative paradigm was assumed, the biographical method was pondered, and as a result, it was demonstrated that Santiago Pastor Pelayo Díaz made important contributions to the sociocultural development of the town of Cienfuegos between 1950 and 2009, which makes him an outstanding personality of local history.
