Higher education is immersed in the deep and dynamic transformations of society, therefore it must be able to provide timely, relevant and contextualized responses to the growing and diverse demands of the environment, which implies conducting studies that allow determining the situation of the context, so that the management of its processes contributes to the transformation of reality. One way to carry out this type of study is the baseline research, the basis of this work, whose objective is to socialize the results of a baseline study from the process of Linking with Society, to contribute to the identification of the existing social problems in Manabí and the institutional capacity to respond to them from the integration of substantive processes, for sustainable development. For this, a concurrent mixed investigation was carried out, which allowed determining the problems with the highest frequency of appearance, the actions that the institution can undertake to mitigate these, the level of theoretical-practical knowledge and the willingness to participate in project management. of social transformation. These results allowed us to propose actions to integrate the substantive processes to mitigate the problems detected.
