This article proposes a system of actions for the improvement of the financial management of science, technology and innovation (CTI) in the HEIs and Angolan public research and development (RandD) institutions, which contributes to obtaining the scientific results demanded by the sustainable and endogenous social development without generating dysfunctions. A documentary analysis and survey of a sample of executives, officials, researchers, professors and students is carried out. The experience acquired in the economic-financial area of the Ministry of Higher Education and the Ministry of Science and Technology in the Republic of Angola is taken.
