The article deals with an explanation of emigration as a product of the lack of governance in Central America and how foreign and national policies have influenced it to propitiate it. A brief history of migration is made as a habitual phenomenon in the region and the importance of this issue in the agendas of governments, which have not always addressed it with a positive and integral perspective. It introduces some economic, political and social situations that the State generally does not address with its public policies, projects and programs to prioritize foreign policies. A review is made of the past and present migration policies of the United States, and how they have affected the migratory flows of the region. The conclusions point out the deficiencies in governance: the lack of efficiency and effectiveness of national governments to respond to the needs of their citizens and their lack of responsibility in the face of the results of the economic models applied in their fragile societies.
