The participatory budget, as a management tool, is a key element in involving all the local actors of a territory in the decision-making process. Although this method is known and applied in Latin American countries, such as Brazil and Uruguay, only one pilot experience has been carried out in Cuba, under the coordination of the Office of the Historian of the City of Havana. Presenting the viability of this tool for the participatory management of local development on the island, from a legal perspective and from the lessons learned in the Old Havana experiment, constitutes the main thread of this article. In which, a brief conceptualization of the term can be found, as well as the legal foundations that support its application in Cuba and the approach to the practice, with the Participatory Budget exercise “Por tu barrio”, developed in the historical center of Havana.
