Resumo

The work approximates, a general approach to the exercise of popular political power in conditions of extraordinary transition to socialism in Cuba. It considers factors that act as historical permanences that qualify this process: underdevelopment, external economic dependence and enemy aggression, revealing invariants of their repercussions on the popular class quality of the exercise of power, by materially and spiritually conditioning their conceptions, projections, practices and results. In that order, characterizing elements of the political cultural crossroads present in this process are highlighted, which illustrate how much they historically strain the possibility of turning it into the first socialist. In general, the character of historical challenge is underlined, which means satisfying the general social function of said exercise during the Cuban transition to socialism and, therefore, the permanent social demand for the development of political creativity.
