This is a reflexion from the perspective of the right to communication, on the current debate around a new Media Law in Costa Rica. For that, the human right to communication is defined and its relation to alternative communication. Second, it describes the media context characterized by the concentration of media. Third, a critical reading is made about Costa Rican legislation and the role of government institutions related to the regulation of the media. Fourth, the document exposes the experiences of exercise of the right to communication from citizenship. Finally, there are some challenges related to the democratization of communication in Costa Rica
