All around the world people have adopted several alternatives to build a democratic society, to motivate the active participation of people in the exercise of the power. Each experience shows the characteristics that distance themselves from each according to their conditions of existence, but all share the objective of overcoming the verticality, representativeness and hierarchy imposed by the reproduction system of bourgeois domination. Since the approval, in 1999, of the Constitution of the Bolivarian Republic of Venezuela a process began in which it incentives civil society to active participation in all spheres of society. The introduction of communes, based on past experience of its implementation in other regions, is a key to the reconfiguration of the power and represents an alternative to the western traditional conceptions.
