Dr. Carlos J. Finlay, acting as Head of the Sanitation Department of Cuba, devoted time and efforts to the school hygiene. He instructed the school surveys together with the Infectious Disease Commission created by him, encouraged the giving of lectures on tuberculosis at schools; supported the physical education classes and guaranted the breakfast for children attending the school. Finlay also strove for the administration of the vaccines known at the time; directed and arranged the Sanitary Ordinances, the first Sanitary Code of Cuba that regulated, among other things, water supply, food sale and the hygiene requirements for schools and colleges, all of which was considered to be among the most advanced knowledge at that age in terms of school hygiene. Therefore, Cuban scool hygiene can not be dealt with without making reference to one of its greatest fosterers: Dr. Finlay.
