To theoretically and historically base, the main aspects associated with the development of the Digital Culture of university teachers to enhance the Learning Learning Process. Methods of Obtaining Information from the theoretical level with which it could be concluded that a university teacher to conform an appropriate digital culture must have certain digital skills and competences that allow it to integrate Information Technology and Communications in its educational practices as support and / or mediator in the Learning Teaching Processes and that training is essential for this.
