Resumo

The intermediate centers are human settlements that have a hierarchical territorial function in an area of influence that encompasses several municipalities. The work aims to establish a procedure for the spatial planning of these settlements and their area of influence so that their development considers the population as subject and object in the planning process. The scope is national, as a procedure of these characteristics will be implemented in the 32 settlements with this hierarchy and its area of influence, where 31% of the country's population is based. The work process followed considered a valuation of the international state of the art and of the existing antecedents, continued with a methodological proposal and concluded with its application in the Pinar del Río province, in the territorial subsystem Sandino, located in the western, which contributed to the validation and accuracy of the same. The results pointed to the timely consideration of those variables that give rise to the territorial distribution of the population as a function of the development of these territories, proposing a procedure for the territorial organization of intermediate centers and their areas of influence which are binding on planning of the municipal and urban levels. Finally, we conclude the opportunity to propose this procedure at a time when instruments and tools for the ordering of territories are being reformulated.
