The aims of present research were to determine how is developed or promoted the universitary inclusion by means of the educational leader´s competencies, based on strengthening the premises established for the Propaedeutic Programs. This, in order to generate an approach to the basic educational principles based on equal opportunities and non-discrimination of the student so that he obtains his degree as a goal of academic life. For the develop of the study was used a documentary and bibliographic analysis, that I enable access to a group of previous research on leadership and inclusion from the propaedeutic programmes. It is concluded that promoting or developing inclusion through educational leadership means positioning thoughts in affirmative action programs that lead to the establishment of educational law under ideas of equity and social justice, deserving of those who show talent, merit, excellence and are deeply vulnerable.
