The theoretical analysis of research reports, project profiles for the period 2012 to 2014 at the University of Cienfuegos and exchange with experts and managers, highlights the need to continue to improve the way in which up to propose a possible impact of the project . Reflective match criteria concern the direction of Science and Technology in the Ministry of Higher estimating achievement in the country for the introduction of the results and the identification of impacts Education. During the process up to the conclusion that the proposal may contribute to the solution of the problem. In particular an explanation supported from the articulation of outputs, outcomes and effects to reach the impacts is provided.
