This paper presents an analysis, an identification and reflection of the new scenarios in which contemporary childhood is developing in Ecuador but which are part of socio-cultural transformations and of the historical context as a political one; In addition, to contribute to the issue of law, in order to describe and analyze the problems of care and development of children 0-4 years with equity and quality.
