In the first section of this paper, traits distinguishing the Solidarity Economy are referred to, and types of undertakings within it are presented. In the second section, undertakings by lower-income women are described, as well as the main problems faced by them to succeed in making their activities sustainable, and generating enough income in order to improve their standard of living. That is why, with the aim of achieving total gender equality, this study tries to make some contributions to conceptual discussions and debates of public policies which are effective to develop regions from a gender perspective leading to women's economic empowerment. Questions to be answered are as follows: What is the most efficient strategy that could be adopted to give development opportunities for women by means of their undertakings in their regions? What approach to development will allow such problems as inequality, social exclusion, lack of female recognition and participation in dynamics of development to be solved, with women being actors in processes and not only passive beneficiaries of policies?
