Universities are required to be constantly improved, so the quality of Cuban higher education can be enhanced at the same time. For this, the Guidelines on Social and Economic Policy of the Party and the Revolution (2016-2021) issued within the framework of the Seventh Congress of the Cuban Communist Party in 2016 need to be followed. This paper makes a summary of a prospective study intended to think about how to establish higher education institutions (in charge of postgraduate education of Government Officials) which should meet the needs that Cuba will have by the year 2021. A scenario analysis was performed by a multidisciplinary team for the purposes of collective reflection on future potential scenarios.
