An operational field research was made about the organization of the Local Health Systems, as well as on the comprehensive development of the human resources in this sphere, for which some instruments of the epidemiological practice, such as: documentary review, surveys, interviews, group debates and others, were applied by the family physicians at "Los Olmos" People's Council of the "Julián Grimau García" Polyclinics, in the municipality of Santiago de Cuba. It was proved that the most important limitations were due to need of defining and directing health care with and epidemiological approach integrating the biomedical, social and psychological aspects. The social problems were indentified as a source of health disorders in the community, but the social actors were not sufficiently trained to carry out actions leading to their modification. Besides, the community is ignored as a way to solve its own health problems.
