The present article offers a look to the formation of the civic tributary culture like pedagogic process in the educational level Basic Secondary School, in turn; Base the relations that they take place at the transit for the spheres of influence: School, family and community. They encounter the principal results once the applied instruments to distinguish causes and factors that limit the correct treatment of these categories in the process of formation of the liable social futures were related to, then; In consonance with the power that the State grants him, they conform and they construct the prevailing reality at a determined locality.
