The results obtained from the research on the proactive participation of the citizens in the formulation, planning, implementation and control of public policies, as well as the perception of this subject by the citizens are presented in this paper. The aim of the study was to find the main deficiencies of the town leaders in the exercise of the citizens? participation. The universe of the research was formed by residents from 20 towns from Puyo City and their corresponding Presidents, beside the Mayor, four town counselors and seven key persons from the city. Logical and empirical methods were used for obtaining information. The results allowed identifying four key abilities to improve the performance of the town leaders in the use of mechanisms for the participation of the citizens.
