For the last decades, Latin America has fostered most of its growth thanks to the exploitation of its natural resources, which has answered back the demand of primary goods, and the region's history itself as a provider of such resources. However, this economic model, implemented as from the 80s, has not been able to develop the technical capacity of the productive plant, so that it can face the challenges of a commercial opening. The primary activities specialization has likewise limited the progress, while it has strengthen the dependence. Far from reinforcing the states owned economies, such as the Mexican one, and in spite of the considerable benefits it produces, the exploitation of natural resources has brought about social problems, and environmental crisis.
