US National Intelligence Council global trends reports prove the importance that the government security bodies, and foreign policy assign to the strategic planning and the long term prospective studies. The forecast and perception on Latin America and the Caribbean contained in those documents, though based on supposedly impartial and objective evaluations, are functional to U. S. policy interests and goals in this region. Consequently, they constitute a basic reference for the elaboration, from the Latin American and Caribbean side, of anti-hegemonic strategies and policies.
