The first institutions of direct democracy were regulated with the Constitution of 1940, had little development in the laws and very little realization. The 1976 Constitution recognized the referendum, the revocation of mandate and the popular legislative initiative, but by establishing the scope and procedure in the laws, it was not always consistent with the direct participation and the objectives of these institutions. The constitutional reform of 2019 broadens the spectrum of citizen participation, hence the purpose of this paper is to examine the regulation of these institutions in the Constitution and in the development laws so far approved, in order to identify both progress, such as limitations and challenges that still persist.
