The United Nations Educational, Scientific and Cultural Organization (UNESCO), and the World Bank are two international organizations which influence policies on higher education adopted by developing countries. This paper examines these organizations’ influence on Angola, as well as their approaches to three major issues in higher education - expansion, diversification, and financing. Although UNESCO influence, which directs higher education to the cultural, scientific, technical, and technological development of nations and their citizens, prevails, Angola uses its own model in accordance with its social, economic, political, and geographical context.
