The present research is developed with the purpose of proposing a model and its general procedure to evaluate the quality of public management in municipalities with less than 15 000 inhabitants in Brazil. In the work a diagnosis is developed to know the main inadequacies in the performance of the Secretariats of Education, Public Health and Social Security of the government of the municipality Chapada do Norte, Brazil. The main contributions of the research focus on the proposal of instruments that contribute to objectively evaluate the quality of public management in small municipalities in Brazil. The results of the diagnosis showed serious difficulties in the current management, while the proposal guarantees the continuous improvement of its processes, the control system, and establishment and fulfillment of goals.
