The implementation of a proper Community Environmental Management is of high priority at present, when there is an increase of disasters originated by the climatic change, being the menaces of meteorological events even harder to rural localities. In those places the habitat depends primarily of natural resources which are not occasionally well preserved. The research focused on this type of management for rural community Julio Antonio Mella, which is nearby La Fe village in Isla de la Juventud, whose inhabitants have an intermediate educational level and are devoted to the forest and stockbreeding activities. An initial diagnose was done in that community which resulted in the existence of several environmental problems caused by its inhabitants. Therefore, environment education and cultural work variables were selected, henceforth, derived into actions and activities to take care and improve the ecosystem. Those variables were added to psychological, philosophical and sociological approaches combined with the planning-organizing, preserving-implementing and monitoring-controlling stages, as part of the Community Environmental Management process. Summing up, the application of approaches and stages, as well as the actions, specifically those of preparation were paramount in the behavioral transformation of inhabitants, who, here fore, started to contribute actively, with their knowledge, to the protection and improvement of the environment.
