Introduction:

In 2020, world trade recorded its largest contraction since World War II. The irruption of COVID-19 occurred in a context of weakening world trade that has been dragging on since the 2008-2009 financial crises. Latin America was showing a generalized and synchronized slowdown at the country and sector levels, completing a five-year consecutive decline in gross domestic product. The rapid spread of COVID-19 has had serious consequences in the world's major economies.

Objective:

To consider the most important aspects that must be present in a services export strategy in this scenario.

Development:

During 2020, the Island faced the negative external shock associated with COVID-19, with a productive activity weakened by the accumulation of domestic problems, the rarefication of the external environment, the blockade and natural disasters. Cuba presents a strategy applied with a view to guaranteeing hygienic-sanitary safety and a COVID-19-free scenario before the effective resumption of tourist operations.

Conclusions:

The experience and results of the Pandemic management model from the State with coordinated action of all sectors and a leading role of Science place Cuba once again in the position of reference.
